City Clerk

The office of the city clerk is the information link between community members and our elected officials, as well as staff.

The city clerk shall:

  • Give notice of the time and place of council meetings to the council and to the public;

  • Attend council meetings and keep the journal;

  • Arrange publications of notices, ordinances and resolutions;

  • Maintain and make available for public inspection an indexed file including the city ordinances, resolutions, rules, regulations, and codes;

  • Attest deeds and other documents;

  • Perform other duties specified in this title or prescribed in this title by the mayor or by the council;

  • Record and certify all actions of the council;

  • Have the power to administer all oaths required by law;

  • Be custodian of the proper official sample notice of the expiration or termination of any term of office and, when necessary, the conditions or requirements of all bonds, franchises, contracts or agreements;

  • Be the city election registrar and be responsible for the calling and supervision of all city elections.

Declaration of Candidacy

Notice is hereby given that from August 28th, 2023 to September 18th, 2023, the City Clerk of the City of Pelican or her assigns will accept completed Declaration of Candidacy forms from qualified residents of the City of Pelican interested in seeking offices to be filled in the Regular Municipal Election to be held October 3rd, 2023. The seats to be filled at the Election are as follows:

City Council………………………… Two - Three-Year Terms

School Board……………….. Seat #2 - Three Year Term

School Board……………….. Seat #3- Three Year Term

Completed Declaration of Candidacy forms must be returned to the City Clerk after August 28th, but no later than 4:00 p.m. on Monday, September 18th, 2023.

Requirements for Candidates are as follows:

  1. Shall be at least 18 years of age.

  2. Shall be a registered voter of the City of Pelican, qualified to vote in the State Election.

Requirements for School Board, specifically:

  1. Shall have been a resident of the City of Pelican for one (1) year prior to the election.

Requirements for Mayor and City Council, specifically:

  1. Shall have lived in the City of Pelican or the annexed areas for one (1) year prior to the election.

Declaration of Candidacy shall be completed under oath before the City Clerk or an official authorized to administer an oath, or two witnesses over teh age of 18. Declaration of Candidacy forms will be available at City Hall beginning August 28th, 2023.

Notice of Regular Municipal Election

Notice is hereby given that the City of Pelican will hold the regular municipal election on October 3rd, 2023, for the purpose of filling the following seats:

City Council………………………… Two - Three-Year Terms

School Board……………….. Seat #2 - Three Year Term

School Board……………….. Seat #3- Three Year Term

All of the City of Pelican constitutes one voting precinct. The polling place shall be open from 8:00 am - 8:00 pm. The polling place shall be in the Pelican City Hall.

Qualifications of Voters: Any person may vote in the forthcoming election of the City of Pelican who:

  1. Is a citizen of the United States, qualified and registered to vote in the State Elections;

  2. Has been a resident of the City of Pelican for thirty (30) days immediately preceding the date of Election;

  3. Is not disqualified under Article V of the State Constitution;

  4. To comply with State Laws, you must have been registered to vote thirty (30) days prior to any election.

PUBLIC NOTICE TO THOSE SEEKING OFFICE OR WISHING TO VOTE IN THE OCTOBER 3rd, 2023, ELECTION

Voter registration is determined with reference to State Statutes, and the City may not impose any additional voter qualification requirements nor may it change the requirements of the State Statutes.

Persons who may not be registered or who are registered to vote in another precinct in the State of Alaska should have the State’s Voter Registration Laws apply in local elections and should plan to meet their registration requirements.

Those seeking office in the Municipal Election and those wishing to vote in the Municipal Election must be registered with the State of Alaska in the precinct of which the community is a part, and this registration must be accomplished at least thirty (30) days prior to any election.

Therefore, to be qualified to run for City Office or vote in the Municipal Election of October 3rd, 2023, the last day to have registered to vote is September 2nd, 2023.

State Law defines who may vote in a Municipal Election. (AS 29.26.050 VOTER QUALIFICATION.

(a) A person may vote in a Municipal Election only if the person:

  1. is qualified to vote in state elections under AS 15.05.010;

  2. has been a resident of the municipality for 30 days immediately preceding the election;

  3. is registered to vote in state elections at a residence address within a municipality at least 30 days before the municipal election at which the person seeks to vote; and

  4. is not disqualified under art. V of the state constitution.

(b) Voter registration by the municipality may not be required. However, in order to vote for a candidate or on a ballot measure relating to a specific local election district or service area, a municipality may by ordinance require that a person be registered to vote in state elections at least 30 days before the municipal election at an address within the boundaries of that local election district or service area.

THE MUNCIPALITY HAS THE RESPONSIBILITY TO DETERMINE IF A VOTER MEETS THE REQUIREMENTS OF THE ORDINANCE AND THIS SECTION.

(c) This section applies to home rule and general law municipalities. (9ch 74 SLA 1985; am 7, 8 ch 80 SLA 1989; am 88 ch 82 SLA 2000)

NOTICE FOR ABSENTEE VOTING BY MAIL OR ELECTRONIC

If you wish to vote by absentee for the upcoming Municipal Election on October 3rd, 2023, please email or call City Hall to request an application. You may also stop in to pick up an application. Applications must be received the day before the Election, Monday, October 2nd, at 4:30 p.m. All ballots need to be received by Thursday, October 5th. October 4th, 2022, Municipal Election

Declaration of Candidacy:

A person who wishes to become a candidate for an elected office shall complete and file a declaration of candidacy. The declaration shall be completed under oath before the city clerk, or an official authorized to administer an oath (a justice, judge or magistrate of the court, a clerk or deputy clerk of the court, notary public, postal official, or commissioned officer), or two witnesses over the age of eighteen. The declaration shall state definitely:

A. The full name of the candidate and the manner in which he or she wishes his or her name to appear on the ballot;

B. The full residence address of the candidate;

C. The full mailing address of the candidate;

D. The office for which the candidate declares;

E. That the candidate is a qualified voter and resident of the city of Pelican;

F. That the candidate agrees to serve if elected to the office of the council member for a term of three years.
